Job Opportunity at East African Community (EAC) - Programme Officer


Position: Programme Officer, ICT for Trade and Transport Facilitation

The East African Community (EAC) is the regional inter-governmental organisation of the 6 Partner States, namely the Republics of Burundi, Kenya, Rwanda, South Sudan, the United Republic of Tanzania, and the Republic of Uganda, with its headquarters in Arusha, Tanzania. The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.


To achieve these objectives, the key building blocks are the Customs Union, Common Market, Monetary Union and ultimately the Political Federation. The EAC started a fully-fledged Customs Union in January, 2010 and implementation of the Common Market in July, 2010 while the East African Monetary Union Protocol (EAMU) was signed in November 2013 and is under implementation.
 

Job Summary
The Programme Officer, ICT for Trade and Transport Facilitation will be responsible for providing innovative approaches in developing and implementing: Global Trade Networks and Systems; Integrated Trade Management Systems; and Customs Systems and Networks, across the region. The ideal candidate will possess an undergraduate or postgraduate degree, preferably in Management of Information Systems, Computer Science, Software Engineering, Informatics or related field. S/he will need to demonstrate knowledge and competency in any of the following programming and scripting languages: C#; C++; Java Enterprise; PHP; and Python.


Undergraduate degree holders will have at least five years of relevant working experience while postgraduate degree holders will require at least three years of relevant working experience in enterprise application development, IT Infrastructure Management (Network & Server Hardware) or Cyber Security.
